1.The budget for purchasing recommended books of each academic department are 　available from January to July each year. 2.If a department did not use up all the budget before August 1st, the left budget will be 　used for other academic departments to purchase surplus books requested so as to make 　use of the maximum of the budget provided by the accounting division of the university.
